Event cancellation relief for Arts, Sports and Community Groups

What support is available?

A total of $14 million is available through this program delivered in partnership between Lotterywest, Department of Local Government, Sport and Cultural Industries, and VenuesWest.

Grants will provide financial relief for not-for-profit arts, sports and community organisations that experience hardship as a result of events cancelled between 16 March and 15 September 2020 due to COVID-19 to compensate for costs associated with the event.

Your application will need to demonstrate that the cancellation of an event has resulted in financial hardship that may affect your organisation’s ability to support the WA community with future activities. Please also detail how the community will benefit from future activities in your application.

Three funding streams are available under this program to support the three sectors. Please follow these links for detailed eligibility criteria and assessment information.

  • Stream A – Up to $5 million for relief to sport and recreation organisations.
  • Stream B – Up to $5 million for relief to culture and arts organisations.
  • Stream C – Up to $4 million for relief to other community organisations.

Applications must meet our eligibility criteria and the program objectives. We anticipate high demand which means that some organisations may not be successful or may not receive the full amount requested.

The following costs will be considered where support is not being provided by the Federal or State Government or other sources:

  • Cancellation costs;
  • Incurred and/or committed costs for cancelled events that is necessary to deliver services or programs; and
  • For arts, culture and community organisations only: Loss of actual revenue and revenue that had reasonably been anticipated that is necessary to deliver services or programs.

Stream A - Am I an eligible sport or recreation organisation?  

This grant funding stream is for sport and recreation organisations that are experiencing immediate financial hardship as a result of event cancellation between 16 March 2020 and 15 September 2020 due to COVID-19 restrictions on public gatherings.

The sporting events considered will be one-off events cancelled by sport and recreation clubs/associations as well as high level, national and state championships, one-off events and national league based home and away games (conducted by State Sporting Associations).

The following organisations are eligible to apply:

  1. Sport and recreation club/association responsible for conducting the one-off event
  2. Recognised State Sporting Association in Western Australia that receives Industry Investment Program funding from DLGSC
  3. Recognised Industry Representative Organisation/Peak Body in Western Australia that receives Industry Investment Program funding from DLGSC

Individuals, for-profit organisations and local government authorities are not eligible.

Incorporated Associations who wish to apply will need to have updated their Constitution in line with the Associations Incorporation Act 2015.

Your application will need to demonstrate that the cancellation of the event has resulted in financial hardship that may affect your organisation’s ability to support the WA community with future activities.

Stream B - Am I an eligible arts and culture organisation?

This grant funding stream is for not-for-profit culture and arts organisations that are experiencing immediate financial hardship as a result of an event or program that has been cancelled between 16 March 2020 and 15 September 2020 due to COVID-19 restrictions.

The following organisations are eligible to apply:

  1. Not-for-profit organisations operating in the arts and culture sector
  2. DLGSC multi-year funded arts organisations in the Arts Organisations Investment Program and Major Performing Arts Companies (National Partnership Organisations).

Individuals, for-profit organisations and local government authorities are not eligible.

Incorporated Associations who wish to apply will need to have updated their Constitution in line with the Associations Incorporation Act 2015.

Your application will need to demonstrate that the cancellation of the event or activity has resulted in financial hardship that may affect your organisation’s ability to support the WA community with future charitable activities.

Stream C - Am I an eligible community organisation?

This grant funding stream is for not-for-profit community organisations that are experiencing immediate financial hardship as a result of an event that was cancelled between 16 March 2020 and 15 September 2020 due to the COVID-19 restrictions on mass gatherings.

The objective of this funding is to assist community organisations to continue to provide services for the benefit of the Western Australian community during the pandemic crisis and beyond.

Western Australian not-for-profit community organisations who are supported through Stream A or Stream B are not eligible to apply for this fund.

All applicants must carry out charitable activities which are clearly identified in the purpose/objects of their constituent documents. Any non-charitable purposes must be incidental.

Incorporated Associations who wish to apply will need to have updated their Constitution in line with the Associations Incorporation Act 2015.

Individuals, for-profit organisations and local government authorities are not eligible for this funding.

Your application will need to demonstrate that the cancellation of the event has resulted in financial hardship that may affect your organisation’s ability to support the WA community with future charitable activities.

Developing Your Application

Organisations are required to demonstrate the current financial impact of cancellation of events, activities and programs due to the impact of COVID-19 including detail of direct cancellation costs, incurred and/or committed costs for the cancelled event(s); and/or (for arts, culture and community organisations only) loss of actual revenue and revenue that had reasonable been anticipated that is necessary to deliver services or programs. Plans for how your organisation will maintain operations should be provided.

You will also be required to explain how your organisation contributes to the ongoing well-being, health and/or vibrancy of the Western Australian Community and what the benefits to the community would be made possible through the grant.

Please note that due to the anticipated high demand, incomplete applications will not be assessed.

What information and attachments should I start to prepare? 

The following information will need to be included in your application:

  • Organisation details (legal name, entity type, details of public liability insurance, GST registration if applicable, ABN if applicable)
  • Bank details (BSB, account number, banking institution etc.)
  • Organisation address (and postal address)
  • Details of Legal Signatory
  • Details of delegated signing authority (if applicable)
  • Details of organisation capacity (paid staff, volunteers, beneficiaries

  • Recent bank statement for main operating account
  • Constituent document(s)
  • Recent annual financial statements
  • Annual report or AGM minutes

    • Organisations applying $50,000 or less funding for their cancelled event must provide an event budget clearly showing committed and incurred costs.

Assessment and Approval

An assessment team will make recommendations of grants within each of these streams to the Lotterywest Board and Premier (as Minister responsible for Lotterywest) for approval.

Organisations will be assessed and prioritised for support against the following criteria. 

  • Financial impact - the application should demonstrate the scale of the financial and operational impact due to the cancellation of programs and events between 16 March 2020 and 15 September 2020 caused by COVID-19;
  • Merit of proposal - the application should demonstrate the value for money of the proposed budget, and address the capacity to meet any or all of these costs through other means, including other COVID-19 relief packages from any source;
  • Organisational viability - the application should demonstrate the ability of the organisation to be able to continue beyond the next six months with the assistance of the grant proposed; and
  • Community benefit - the application should demonstrate the organisation’s ongoing contribution to the WA community and how receiving this support would help this to continue, together with the impact on the WA community if the organisation ceases to operate and/or the event or program does not occur in the future.
